EVE ONLINE - Did they nerf scanning Relic sites with just 72 points of Probe Scan Strength?

A viewer had problems recently scanning down a Level 4 cosmic signature, and ask if scanning had been Nerfed. The recent changes (nerf) to Jump Filaments had me thinking there could be truth to this, so i set out to find a Level 4 Relic site...
