Skills on demand is said to be introduced in the next update to EVE Online, the system largely will remain unchanged except now you will be able to remote buy the skills - One thing that I forgot to mention is that skills you buy from the skill window will have a markup of some type, in other words they will be slightly more expensive but still close to market cost.
