Grayson The Armourer is level 27 and can be found at the Bandit Armory in Farbane Woods. You have to clear the encampment a little bit before you make your way to him. After you defeat him, you unlock workshop floors, which give a 25% reduction in cost for workshop machines. Along with the ability to craft Whetstones.
